When you should address changes in city ordinance/bye-laws that include a deposit on application that would cover a rebuild costs (refundable), larger fines and powers to seize/freeze assets and automatic 5 year jail terms for all directors and city officials that turn a blind eye. Also any proposed change of ownership within the marked Heritage zones be declared to both PHT and Komtar.
