Survey on how to reduce illegal demolition

How does one prevent developers​ who are profit bottomline​ driven from illegally demolishin​g building when a fine or a jail term which is impossible​ to pass the "beyond a reasonable​ doubt" test is imposed ??

	Currently max fine is 500 000.00 , increase to RM5 million
	Do not allow planning application on the land for next 5 years
	Do not allow planning application on the land for the next 10 years
	Allow the developer / landowner to contribute RM3 million to a Heritage fund
